• Policy Exclusions and Limitations: PA covers often have specific exclusions, including:

• Financial Burden: Drivers are responsible for an "excess amount" (deductible) before insurance kicks in, which can be financially straining immediately after an accident.
• Regulatory Framework Weaknesses: Weak enforcement of traffic laws and regulatory gaps contribute to issues in the motor insurance sector.
• Difficulty Pursuing Third-Party Claims: Injured drivers may not get full compensation if the at-fault driver is uninsured, unidentified, or the settlement is insufficient. Personal cover is essential.
